Our Board

SEI Co-Chair: Francisco Chitty, M.Sc.

Francisco is an achiever and self-motivated PhD Candidate in Civil Engineering from Florida International University. He holds a Bachelor's degree in Civil Engineering and a Master's degree in Civil engineering with a focus on structures, and five years of professional and research experience. The most recent experience consists of the development of a modified design detail of Florida Department of Transportation slab-beam bridge (FSB) design standard, which utilizes an Ultra-High-Performance Concrete (UHPC) longitudinal joint between beams with an asphalt overlay, accelerating construction times. 

SEI Co-Chair: Luis Ortega, PE

Luis Ortega is a Florida Professional Engineer focusing on the design of non-threshold buildings and specialty engineering. He is a Project Engineer at DOP Engineering.

SEI Past-Chair: Alfredo I. Falcon, E.I., M.ASCE

Alfredo Ignacio Falcon is a Project Manager with LUSEO Group. He has experience in building engineering design and management of structural, MEP and site/civil engineering trades. Prior to LUSEO, Alfredo worked as a structural engineer designing bridges, walls and miscellaneous structures, in both conventional and design-build projects. He also has experience in the design of coastal and marine structures. Alfredo graduated from Florida International University with a civil engineering degree with emphasis on structural engineering. Alfredo has been actively involved with ASCE since 2015.

Board Member Christopher A. Zavatsky, P.E., M.ASCE

Mr. Zavatsky is a licensed Professional Engineer in the State of Florida with ten (10) years of planning and design experience on a wide range of civil and environmental engineering projects in both the public and private sectors.

He recently joined Tetra Tech and works with South Florida municipalities and counties on water and wastewater improvements via master planning, design, and permitting.

He has served the ASCE Miami-Dade Branch since 2007 including one year as President (2013 – 2014).  Mr. Zavatsky now oversees the Branch’s Governing Documents, aids with Continuing Education credit review and approval, and assists seven (7) local chapters of the ASCE Technical Institutes under the ASCE Miami-Dade Branch.

A graduate of the University of Miami, Mr. Zavatsky completed two (2) Bachelor of Science degrees in Civil Engineering and Architectural Engineering.
